You can drive to Westgate Oxford and park without crossing a traffic filter. For a car without a valid traffic-filter permit, Westgate confirms that the Botley Road approach reaches its underground car park without passing through a filter or using a day pass.
Oxford’s traffic-filter trial began on 28 September 2026, replacing the temporary congestion charge. The important change for a shopping trip is that you can no longer pay £5 to cross an active filter. Choose the right approach before leaving home, then plan your exit as carefully as your arrival. The route to Westgate via Botley Road
Approach Oxford from the west along Botley Road, passing under the railway bridge towards Frideswide Square. Follow the route towards Hollybush Row and Oxpens Road, then the signs for Westgate’s underground car park. The car park is reached from the western side of the Thames Street filter.
If you are arriving from the north, east or south, plan a route around the ring road to the Botley Road approach rather than cutting across central Oxford. The right ring-road connection depends on your starting point; the essential part is entering on Botley Road and following the Westgate signs from there.
Westgate recommends Thames Street, OX1 1TS, as the car park destination. Add Botley Road as a waypoint and inspect the complete route: entering the destination postcode alone does not tell a sat nav which side of the filter to approach from.

The two nearby filters to avoid
Hythe Bridge Street and Thames Street both restrict cars from 7am to 7pm every day, including Sundays and bank holidays. Do not follow a diversion through Hythe Bridge Street near the station, or approach Westgate from Abingdon Road across the Thames Street filter, unless your car has a valid permit for that journey.
A Thames Street address is not a ban on the whole street. The restriction applies at the signed filter point, which is why the Botley Road and Oxpens Road approach can reach the car park without crossing it. Use the council map to distinguish the entrance from the filter.
The council’s blue advance signs warn that a filter is 80 yards ahead; yellow signs mark the filter itself. Follow those signs if they conflict with navigation instructions. Outside the stated hours, the traffic filters allow vehicles through without a permit, but separate bus gates and other road restrictions still apply.
Leaving the car park without crossing a filter
Set your return route before pulling away. Follow the permitted exit signs and head back towards Oxpens Road, Hollybush Row and Botley Road, then reconnect with your onward route.
An arrival that avoids the filters does not guarantee that a newly calculated return journey will do the same. In particular, check any suggestion to continue towards Abingdon Road across the Thames Street filter, or to use Hythe Bridge Street. This matters for an afternoon shopping visit when both filters may still be operating as you leave.
Do you need a permit or pay a congestion charge?
You do not need a traffic-filter permit for the confirmed Botley Road approach because it avoids the filter points. A permit becomes relevant if you choose to cross an active filter in a car. Cars with valid permits and other vehicle types can pass through the traffic filters, subject to any separate road restrictions.
The former £5 congestion-charge option ended when the traffic-filter trial began on 28 September 2026. There is no equivalent payment that lets a car without a valid permit cross an active filter. Avoiding the filters also does not make the car park free: Westgate’s normal parking charges apply.
Westgate car park: payment and vehicle limits
Westgate’s underground car park accepts card payments only. Its maximum vehicle height is two metres, and roof boxes are not permitted. Check these limits before choosing it for a shopping trip, particularly if your car is carrying holiday luggage.
Use the current tariff on Westgate’s parking page to budget for your stay. The useful comparison is the total parking cost for your visit against Park & Ride, balanced with whether you need the car close to the shops for carrying purchases. Westgate says parking is limited and recommends Park & Ride for journeys into central Oxford.
When to choose Seacourt Park & Ride instead
Seacourt Park & Ride, OX2 0HP, is on Botley Road on the western approach. It lets you leave the car before the final drive into central Oxford. Following the reopening of Botley Road, the council says Seacourt buses run directly into the city centre; older closure notices describing an Osney Island terminus are superseded by that reopening guidance.
From 17 August 2026 to 31 March 2027, the £3 combined ticket covers up to 16 hours’ parking for one car and return bus travel for up to five people of any age. Buy the Parking & Bus option at a ticket machine or through RingGo, and show the ticket or active RingGo session when boarding in both directions.
Choose Westgate when parking alongside your shopping destination is the priority and your vehicle meets its limits. Choose Seacourt when you prefer to leave the car on the western approach and use the combined fare. For arrivals from elsewhere, another Park & Ride site may save a journey around the ring road; this guide focuses on the Botley approach.
